Who regulates lawyers?

A lawyer gave me a "free consultation" then took my case, charged me a flat rate of $2000+, then decided I do not have sufficient evidence to file and is not returning the $2000+ that I gave him. No facts of the case have changed, it is a piece of evidence that I told him during the "consultation" that I do not have and he agreed to take the case and certainly took my money now won't return my calls... is there a regulatory body that I can report him to or way to get my money back?? Please help
