Do you think gujrat riots would've happened without the godhra train incidence?

Gujarat riots would have happened at any cost and in any conditions. If the ruler of the state wants to invoke riots to polarize votes in favor of the majority and central home minister has soft corner for them, then no one in the world can stop that. And that is why a minister of state is finally arrested and Supreme Court has ordered inquiry against state CM. I don't know if Godhara was also planned by state government?
